La calidad del alojamiento turístico en la región de Bruselas

With my colleague Céline Frémault, Brussels Economics Minister and representatives of the BHA and Bed & Brussels, presented officially a tourist accommodation new Ordinance to ensure the safety and quality of those offered to tourists, but also to avoid unfair competition. With the emergence of new forms of tourist accommodation in the market outside of any regulatory framework, the current regulations about bed and Breakfast and hotels became obsolete. For this reason the Government of the Brussels-Capital region brought a response adapted to the sector of tourist accommodation and expectations - at the level of quality and safety - of many visitors. Although in constant and carrier of the employment growth, the hospitality industry suffers from unfair competition and in addition to the lack of profitability. Therefore, it was time to harmonise the rules on the subject to include all forms of accommodation in the regional territory. Also will be assigned a logo for identification in base interested accommodation. The tourism sector is growing steadily. One of our goals was when we support this ability. The goal shared by the industry through the 10 million overnight stays by the year 2020. Today despite a context of crisis, the number of nights continues to grow year after year in our capital. In 2012, we have practically reached 6 million Cap.This growth requires greater rigour in the definition of the quality criteria in the offer. Our country continues to be a destination of choice. On the other hand, last week of Lonely Planet editors noted the Belgium in its top 10 must-see destinations of 2014. A real consecration that reflects the efforts made by our country, but Brussels also to promote quality tourism. In order to regulate the sector of tourist accommodation in a uniform manner in the Brussels Capital region, order taking the place of the conditions of access to the profession to operate a tourist business hosting. In addition to the existing accommodation currently regulated rules, new rules have been developed for tourist accommodation escaped regulation so far. These new rules intended to ensure tourists accommodation of quality and safety. The anarchic development of the parahotellerie has a negative impact for the sector of tourism and the image of Brussels. Our capital should continue to be the quality of a destination. Regular operation of tourist accommodation is therefore an essential medium to allow greater transparency of the sector for the benefit of the profession, tourism, and Brussels. In General, in relation to the conditions of tourist accommodation:• the tourist accommodation shall comply with fire protection-specific rules set by the Government, by category of accommodation.• the tourist accommodation is set in accordance with the rules for l' development of the territory and urban planning rules into force. The standards of the territory and urban planning is established by proof of the municipality setting out the relevant tourism establishment.• the tourist accommodation shall maintain at all times in good hygiene and maintenance.• Enter a category or additional subcategories of accommodation determined by or pursuant to this order. On the other hand, the operation of tourist accommodation is subject to compliance with specific conditions depending on their category (hotels, apart-hotels, tourist homes, bed and breakfast, camping...). For example, a hotel must be operated throughout the year; be clearly identifiable from the outside. Permanent access to tourists; a receipt must be accessible at all times; accessible common spaces for tourists must be equipped with adequate lighting and can be vented.Another example, with respect to the particularities of an Aparthotel : building should be clearly identifiable from the outside, runs continuously, has reception located in the building and are available at least during the day and from Monday to Friday. Outside of reception hours, an Assistant is available by phone. For each rented apartment, the maximum capacity is determined. Furniture and equipment are adapted to the capacity of the apartment...The operation of tourist accommodation is subject to a prior declaration to the official delegated by the Government. This statement is accompanied by documents, which allows management to verify compliance with these conditions and, if so, to grant a registration number of the operator in the category of tourist accommodation concerned. Check in the accommodation place is imperative endéans a period of maximum 12 months after the registration with the Department. On the other hand, may impose an administrative penalty of 250 to 25,000 euros by the official delegated to the operator even when it does not respect the operation of tourist accommodation conditions laid down by the order or if the operator continued to operate a tourist accommodation despite the refusal of the registration number, a suspension or withdrawal of the.The aim is not only to reassure existing operators but also to protect and develop the employment in this sector. In the regulation of supply, allow to our young people and adults captured in the HORECA sector jobs. With 72,000 companies and independent 34,000, the hospitality industry is an economic sector in Belgium. In Brussels, which represents nearly 9000 facilities and 35,000 direct jobs. This result is the fruit of the excellent consultation and cooperation we have had with the sector. We know, it will be essential for tourism in the Brussels region since it will be marked by the regionalisation to the year 2014 , decided during the last reform of the State. This regionalization will give you the opportunity to fully take in Brussels.  Tomorrow, Brussels will be able to do promotion abroad as it sees fit on equal terms with the Flanders and Wallonia. This situation "clearer" we can "mature" with Flanders and Wallonia, to offer tourists from the packages with other Walloons and Flemish cities of cooperation agreements.Time where very legitimately refer to all sectors affected by the reform of the State, the participation of the sector of tourism to this proposed order demonstrates your tenacity and determination to become real actors of this reform.
