Que la N-VA cesse de se retrancher derrière des propositions pseudo-confédéralistes

J’ai pris connaissance des propositions institutionnelles de la N-VA et constate que ses propositions ne correspondent et ne répondent pas du tout aux attentes des Bruxelloises et des Bruxellois. Dans le contexte pré-électoral actuel, on comprend que la N-VA cherche à se positionner une nouvelle fois sur un terrain communautaire, tombant, une fois le plus, le masque sur ses intentions réelles pour la Belgique et pour Bruxelles. Nous n’avons pas de temps à perdre dans le piège grossier que nous tend cette formation nationaliste. Certes, elle exprime sa position mais le rôle des autres formations politiques francophones ou néerlandophones n’est pas de prendre position en fonction d’un agenda que veut fixer la N-VA. Notre priorité est de rester focalisés sur le travail que nous menons pour améliorer le quotidien des Bruxelloises et des Bruxellois.Le temps est venu d’apaiser les tensions communautaires qui ont émaillé la vie politique de notre pays durant les années écoulées et de mettre en pratique la 6e réforme de l’Etat. Dans ce cadre, Ecolo continuera à défendre le modèle d’une Belgique fédérale dans laquelle, notamment, trois Régions ambitieuses, interdépendantes, capables de se réformer, se respectent et collaborent dans une relation d’égal à égal dans l’intérêt des citoyen-ne-s. Un modèle dans lequel la Région de Bruxelles-Capitale est reconnue comme un partenaire sur pied d’égalité avec la Flandre et la Wallonie. Si la N-VA en a marre de la Belgique, qu’elle l’assume complètement et arrête de se retrancher derrière des propositions pseudo-confédéralistes. Et si elle veut partir, elle doit savoir que ça se fera sans Bruxelles.

Gesù: Je rappelle ma disponibilité pour contribuer à des solutions coordonnées et solidaires pour les occupants

Ayant appris par voie de presse la décision du Bourgmestre de Saint-Josse-ten-Noode, Emir Kir, d’émettre, en vertu de ses prérogatives, un arrêté d’expulsion des occupants du couvent du Gesù dans les 24 heures, je tiens à rappeler ma disponibilité pour contribuer à une solution coordonnée à la situation.Vendredi dernier, j’avais avancé une série de propositions, pour lesquelles plusieurs contacts concrets ont déjà été pris entretemps avec les acteurs concernés. C’est sur base de ces propositions que le propriétaire des lieux avaient décidé de reporter l’expulsion.L’urgence qui s’impose depuis hier soir en matière de relogement complique la mise en place d’une solution coordonnée acceptable et digne pour toutes les parties, en particulier les familles concernées. Personne n’ignore en effet qu’une solution miracle n’existe ni sur le territoire de la commune, ni sur celui de la Région. Je suis également conscient du fait que la commune de Saint-Josse ne peut à elle seule apporter toutes les solutions, dans ce problème complexe et d’ampleur. Comme je l’ai rappelé fréquemment la solution ne peut venir que d’une réponse coordonnée des différents acteurs publics disposant chacun d’une part de la solution, via la mise à disposition de quelques logements ou de lieux d’hébergement temporaires. Que ce soit le fédéral (en charge de l’intégration sociale), la Région et les différentes communes bruxelloises, plusieurs acteurs peuvent intervenir concrètement pour que la fin de cette occupation ne mène pas des ménages avec enfants à la rue à la veille de l’hiver. A cet égard, j’avais invité le bourgmestre de Saint-Josse à solliciter la solidarité de ses dix-huit collègues, en saisissant la Conférence des Bourgmestres de la Région de Bruxelles-Capitale.Pour rappel, j’avais proposé vendredi dernier les trois solutions suivantes :mandater une association, l’asbl « La Strada », qui a proposé l’engagement d’une personne, pour une durée déterminée, chargée de la coordination et de la mise en œuvre du plan de relogement collectivement établi ;poursuivre la recherche de solutions de relogement concrètes, au moins temporaires, pour une partie des ménages auprès de tous les acteurs. A cet effet, j’ai sollicité le secteur du logement social afin de trouver des solutions, en urgence, dans des logements sociaux inoccupés et en attente de travaux de rénovation. Si je soutiens le principe des occupations précaires comme solution pragmatique face à un problème de logement, elles doivent bien sûr répondre à des conditions précises auxquelles j’attache une importance capitale : une occupation précaire doit être négociée, se faire dans des conditions de sécurité et de salubrité suffisantes et bénéficier d’un encadrement social adéquat ;la poursuite d’une occupation précaire dans le bâtiment, tant que sa destination future n’est pas définie, pour un groupe limité de personnes, après travaux de sécurisation et la visite des pompiers, et à condition d’y établir des règles et un encadrement social adéquat.Ces propositions visaient à résoudre les difficultés liées à l’occupation actuelle et à éviter que de nombreuses familles hébergées dans ce lieu ne se retrouvent à la rue à quelques semaines du début de l’hiver.Ce vendredi, j’ai pris une nouvelle initiative en proposant à nouveau la tenue d’une réunion urgente avec la Commune de Saint-Josse. A l’heure actuelle, le Cabinet du Bourgmestre réserve toujours sa réponse.Concernant les problèmes de sécurité et de salubrité ayant emporté la décision du Bourgmestre d’ordonner l’expulsion rapide du bâtiment, il ne m’appartient pas de commenter pas cette décision, qui relève de la responsabilité et des missions de chaque Bourgmestre sur base des informations spécifiques dont il dispose. Si des faits de drogue et de prostitution sont avérés, il est évident qu’il s’agit de faits inacceptables, nécessitant la réaction du Bourgmestre et de sa police. J’en appelle cependant à éviter à tout prix les amalgames, qui stigmatiseraient l’ensemble des ménages occupant le Gesù. La plupart d’entre eux sont victimes d’une situation de grande précarité, dont ils ne demandent qu’à s’extraire en trouvant une stabilité et une sécurité suffisantes, pour eux et leurs enfants. En témoigne notamment le fait qu’en dépit de la situation difficile régnant au Gésù, de nombreux enfants y habitant poursuivent une scolarité la plus normale possible dans plusieurs écoles bruxelloises.Comme je l’ai toujours fait dans ce dossier, je contribuerai, dans la mesure de mes possibilités, à l’apport de solutions de relogement et d’accompagnement des ménages, dans l’intérêt des familles qui sont aujourd’hui désemparées et qui ne peuvent se retrouver à la rue dans le courant des prochains jours.

With my colleague Céline Frémault, Brussels Economics Minister and representatives of the BHA and Bed & Brussels, presented officially a tourist accommodation new Ordinance to ensure the safety and quality of those offered to tourists, but also to avoid unfair competition.With the emergence of new forms of tourist accommodation in the market outside of any regulatory framework, the current regulations about bed and Breakfast and hotels became obsolete. Gesù: j’appelle les autres niveaux de pouvoir à participer à une solution solidaire du problème

 Depuis ce week-end, les occupants du Couvent du Gesù, les autorités communales et régionales ont pris connaissance de la décision du propriétaire des lieux d’accorder un délai avant de mettre un terme à la convention d’occupation précaire qui le liait aux occupants. Un état des lieux de la situation a fait l’objet ce vendredi d’une assemblée générale des occupants du Gesù à laquelle des membres de mon cabinet on participé. Depuis le début de l’occupation, je suis en contact fréquent avec les associations qui accompagnent l’occupation. Ce nouvel élément impose aux autorités tant communales, que régionales ou fédérales de prendre leurs responsabilités pour éviter la mise à la rue de nombreuses familles avec enfants à la veille de l’hiver.Lors de l’assemblée générale, j’ai mis sur la table, via mes représentants, plusieurs pistes et engagements concrets. Ces pistes avaient déjà été évoquées précédemment avec le bourgmestre de Saint-Josse-ten-Noode, Emir Kir, et avec les représentants associatifs.Confronté à l’imminence d’une expulsion des occupants, j’ai proposé :1. de mandater une association, l’asbl « La Strada », qui a proposé l’engagement d’une personne, pour une durée déterminée, chargée de la coordination et de la mise en œuvre du plan de relogement collectivement établi ;2. de poursuivre la recherche de solutions de relogement concrètes, au moins temporaires, pour une partie des ménages. Vu la taille du groupe d’occupants, il n’apparaît en effet pas, à ce stade, réaliste de trouver des solutions de relogement ailleurs pour l’ensemble des ménages.Les difficultés rencontrées sont bien connues. Les problèmes tiennent principalement au statut administratif de la plupart des habitants qui ne leur donne droit ni à l’aide sociale, ni à l’accès aux aides au logement. Certains aspects de l’occupation, essentiellement liés à la taille prise par le groupe d’occupants à cause du défaut de contrôle des entrées, sont devenus aujourd’hui pratiquement intenables et mettent à mal l’expérience sous sa forme actuelle.Dans ce dossier, j’ai assumé au démarrage de l’occupation un rôle de médiateur entre les occupants, les associations qui les encadrent, le propriétaire et la commune, pour permettre la mise en place d’une convention d’occupation précaire, évitant la poursuite d’une occupation sauvage, probablement suivie d’une expulsion vers la rue pour les ménages concernés. Tant les lieux que la durée prévue avant le démarrage de travaux éventuels permettaient d’envisager une occupation dans des conditions dignes et respectueuses, ce que le propriétaire du bâtiment a accepté.Aujourd’hui, comme auparavant, je tiens à assumer une part active dans la résolution du problème. J’en appelle cependant au sens des responsabilités et de la solidarité de tous les niveaux de pouvoirs concernés par cette situation d’urgence. Que ce soit le fédéral (en charge de l’intégration sociale), la Région et les différentes communes bruxelloises, plusieurs acteurs peuvent intervenir concrètement pour que la fin de cette occupation ne mène pas des ménages avec enfants à la rue à la veille de l’hiver. Je réitère donc ma proposition faite au bourgmestre de St-Josse qu’il saisisse ses 18 collègues de la conférence des bourgmestres d’un appel à leur contribution. La mise à disposition temporaire d’une école vide par la commune de Schaerbeek il y a quelques jours pour un autre groupe en détresse montre que des possibilités existent et que les autorités communales sont bien placées pour les identifier et les mobiliser.

Bruxelles et la Belgique: destination en vogue en 2014

Bruxelles et la Belgique ont la cote en matière de tourisme. Chaque année, le célèbre guide de voyages « Lonely Planet » propose une édition spéciale qui recense les endroits immanquables à visiter dans le courant de l’année à venir. Parmi les destinations incontournables de 2014, les éditeurs du Lonely Planet pointent la Belgique dans leur top 10. Une véritable consécration traduisant les efforts réalisées par notre pays mais aussi par Bruxelles pour promouvoir le tourisme de qualité. Le guide a choisi notre pays en raison des nombreux atouts dont il dispose et invite ses lecteurs à découvrir Bruxelles à côté d’autres villes comme Bruges et Gand. La qualité de nos musées mais aussi l’art de la table qui règne à Bruxelles ont inévitablement séduit les auteurs du classement. Depuis la réussite de l’année à thème Brusselicious que j’ai encouragée et aussi accompagnée pendant toute l’année 2012, Bruxelles est parvenue à s’imposer comme une véritable destination du goût auprès des experts internationaux. Voici une belle reconnaissance pour le travail accompli par tous les opérateurs du tourisme en Région bruxelloise.La présence de la Belgique dans ce classement très prisé ne manquera pas de susciter la curiosité auprès de nos voisins et drainera sans doute la venue de nombreux touristes étrangers désireux de découvrir les richesses de notre région et de notre pays. Saisissons cette merveilleuse opportunité pour poursuivre l’évolution de ce secteur, générateur de nombreux emplois, que nous avons entamée depuis le début de la législature. On le sait, 2014 sera une année charnière pour le tourisme en Région bruxelloise puisqu’elle sera marquée par la régionalisation décidée lors de la dernière réforme de l’Etat. Cette régionalisation donnera l’occasion à Bruxelles de se prendre pleinement en main.  Demain, Bruxelles pourra faire de la promotion à l’étranger comme elle l’entend sur un pied d’égalité avec la Flandre et la Wallonie. Cette situation « plus claire » nous permettra de conclure des accords de coopération « mature » avec la Flandre et la Wallonie, de proposer aux touristes des packages avec d’autres villes wallonnes et flamandes. Le but  est clairement de « réchauffer » l’image de la capitale, souvent perçue comme une ville « froide » et « institutionnelle ». Il n’y a pas assez de connotation affective, positive des citoyens européens envers leur capitale. Un défaut que nous parvenons désormais à corriger.Enfin, je m’en voudrais si on ne profitait pas de ce petit coup de projecteur pour valoriser les autres nombreux atouts de notre Région. Je pense notamment à l’immense créativité des Bruxelloises et des Bruxellois. Avec plus de 17.000 événements par an, l’offre culturelle et créative bruxelloise est une véritable source d’inspiration. Plus que jamais, Bruxelles est le pôle intellectuel, culturel et créatif du pays. Cette effervescence assure la renommée de notre Région en Belgique mais aussi dans l’ensemble de l’Europe. Ce point-fort doit absolument être valorisé à l’avenir. En 2012, nous avions réussi à fédérer des énergies et des initiatives  autour de la gastronomie et de l’année à thème Brusselicious. Pour 2015, il faudra choisir un nouveau thème que porteront tous les Bruxellois. Pourquoi ne pas le faire autour de la créativité? Notre Région pourrait en profiter pleinement. Et dans l’édition 2016 ou 2017 du Lonely Planet’s Best in Travel, Bruxelles figurera peut-être encore plus haut dans le classement en raison de la force créative de ses habitants…

Jesus: it respects the region's commitment and support to the commune of Saint-Josse with 12 slots

Inauguration of a participatory work in Molenbeek

This Friday, I had the pleasure of participating in the inauguration of the art work ' open a workbook in the sky "space Machtens in Molenbeek-Saint-Jean.
