The first class of the Cocof budget focused on the priorities of the Brussels-e-s

The francophones of Brussels Parliament began this Monday, November 18 consideration of the budget 2014 draft adopted by the Government on my proposal in my capacity as Minister and President of the Cocof in charge of the budget. For the second consecutive year, the Cocof itself with a budget to balance. With a total budget of 420 million euros (404 million in 2013) - integration of budgetary increases the already ongoing policies-, the francophones of Brussels Government confirms its commitment to focus on its priorities with this budget proactive: training, political mobility aids, the increase in the number of places in nursery and reception of newcomers.Extraordinary revenues on hand, the Cocof will benefit from additional resources through the sale of the International Center for the city and architecture (CIVA) in acquisition of goods company roots (FAS) created by the Brussels region to manage a series of transactions of real estate within the scope of their territory reserves. The building of the CIVA will be sold in two batches of 6 million euros a year apart. The acquisition of this place by another public operator therefore will give you the possibility to ensure the sustainability of the different activities that take place there and the maintenance of the public building into the fold at a time. Faced by these new forms to put up new initiatives that address the challenges facing the Brussels region:-This is the case of the unemployment of young people, for which it was essential that can register the Cocof in operational guarantee of young European in 2014 and 2015.-It is also the case of the reception of persons with disabilities, as part of the Unit Plan will be financed by income from the sale of the building of the CIVA.FY 2014 is also the first to take into account the gender dimension. Indeed, last June, the francophones of Brussels Parliament passed a decree to integrate the concept of gender into policies of the Cocof.In particular, this Decree is a very simple tool to classify expenditure, depending on if they are neutral (for example, the purchase of equipment or supplies), specifically gender (subsidies to associations fighting against forced marriages or even grants to the centers of family planning for specific missions of contraception), and breeding (a subsidy to a medical home or a cultural center). This Decree will come fully into force in 2014 and will be applied to the budget of the year 2015. However, the preparation of the 2014 budget served as a test for the measurement and has been the subject of careful assessment. For a first test of budget instrument of gender in the new gender strategy of the Cocof - directed, also in record time - the results are very promising.The new measures include:warranty of 4 million euros for the implementation of the youthContinuing important efforts since the beginning of the legislature to increase the offer of training (increase of 15% of the budget since 2009), the Government has decided to grant 4 million additional euros to vocational training with a view to creating, among other things, guarantees the youth. These means will be added to the budgets allocated to regional level. As a reminder, this scheme co-funded by the European Union, aims to ensure formations 3,000, 2,000 and 1,000 jobs in two-year courses. To participate in the cofinancing of this measure, the Cocof ensures the involvement of additional funds from the European Union that represent two-thirds of media young warranty.2.5 million to € additional assistance for persons with disabilitiesThe year 2014 will see the launch of the dynamics of the action plan 'Dependence', by the creation of spaces and the strengthening of the truce offer (a call for projects for a short stay and respite House will occur very soon).
